NGT directs gas agency to chalk out plan for CNG pipeline in Kolkata

The National Green Tribunal, Kolkata has directed the Greater Calcutta Gas Supply Corporation Ltd to file an affidavit, bringing on record the district-wise Action Plan with regard to laying of gas pipeline for the establishment of CNG network in the Kolkata Metro City and Howrah city.

According to the petition, the matter relates to the establishment of a CNG network in the Kolkata Metro City and Howrah city, considering the critical situation prevailing in the cities due to severe air pollution, primarily caused by auto emission.

According to the order, Greater Calcutta Gas Supply Corporation Ltd sought four weeks time to file the affidavit, informing that a recent meeting was held with the GAIL (India) Ltd and the State Government on July 17, 2021 and further meetings are scheduled on July 23 and 27, 2021.

The tribunal said, “The affidavit of the State Government must clearly indicate the District-wise work completed with regard to laying of pipeline, including the position of issuance of RoU, works that are in the pipeline and expected timeline of completion and works that are yet to commence, including the impediments faced and its possible remedy to rectify the impediments.”

The Tribunal further stated, “The Government, in its affidavit, shall also indicate the timeline within which the project is to be completed District-wise and also indicating the time, within which it will expedite the process of issuance RoU and also the process for granting permission for laying of pipeline crossing the Hooghly River and Bandel Thermal Power Station (BTPS) and also for permission for RoU for laying of 18 inch dia gas pipeline and 40 mm HFPE duct for OFC cabling under BTPS jurisdiction, and for space required for Bandel Thermal Power Station for HDD operation for crossing of Hooghly River as evident from the paragraph 4 of the affidavit of GAIL (India) Ltd at Page No 538 of paper book.”

The bench has listed the matter for further hearing on August 20. ILNS/GM/SNG/RJ
