Delhi HC seeks Centre, Delhi govt’s response on door-to-door Covid-19 vaccination for elderly

New Delhi Aug 3(ILNS): The Delhi High Court today sought response from the Centre and Delhi government on a plea filed by an octogenarian woman, seeking formulation of a door-to-door vaccination policy for super-senior and bed-ridden citizens residing at Delhi on an urgent basis.

The Division Bench comprising Chief Justice D. N. Patel and Justice Jyoti Singh issued notice on the PIL filed by 84-year-old Dhiraj Aggarwal through Law Predation Legal Counsel Manan Aggarwal and slated the matter for further hearing on September 16.

The petitioner said she belongs to a vulnerable part of the population and is at high risk of being exposed to the Covid-19 virus if she goes to the vaccination center. She said she is also suffering from Arthritis and is mostly bed-ridden.

Placing reliance on various print and online media publications, the plea contended that some States and UTs, including Jammu & Kashmir and Jharkhand, have started door-to-door vaccination campaigns since the past couple of months. Also, countries like Singapore and Australia have put in place a system to vaccinate senior and bed-ridden citizens at their homes under the supervision of a doctor and a nurse.

The petitioner sent a representation to both the Union government and the Delhi Government on May 22, to introduce a helpline number for registration of Covid-19 vaccine, as also a policy for door-to-door vaccination. The plea averred that denial of these facilities to super-senior and bed-ridden citizens in Delhi was against the fundamental right to life of a citizen.
