Chakma refugees: Gauhati HC directs Arunachal Pradesh govt to submit compliance report if food grains are given to them

Gauhati, Oct 4 (ILNS) The Gauhati High Court recently directed the Arunachal Pradesh government to submit a compliance report by the next date on whether food grains have been supplied to the people of Chakma, Hajong and other communities living in the Arunachal Pradesh districts of Changlang, Papumpare and Namsai.

The Division Bench of Justice N. Kotiswar Singh and Justice Manish Choudhury heard a PIL filed by Indrajit Chakma, who has raised a concern that refugees belonging to Chakma, Hajong and other communities living in the three districts are not getting food supplies.

The situation has worsened in the present Covid-19 pandemic, which is in its second wave, since they are out of work and now on the verge of starvation. It is an admitted position that none of these persons has a ration card. They have prayed for a direction to the respondent authorities for issuance of ration cards and for supply of food grains to them.

On 30.07.2017 , the High  Court on the basis of the statement made by A. Chandran, Advocate General, Arunachal Pradesh, observed that : “Since a statement has already been given at the Bar by the learned Advocate General, Arunachal Pradesh, that the immediate concern of the petitioner regarding supply of food grains would be taken under the Group Permit Scheme, we do not wish to pass any further order.”

However on September 28 , it has been submitted by D. Ghosh, the counsel for the petitioner, that in spite of such statement made by  Advocate General, Arunachal Pradesh as well the observation made by this Court, nothing has been done for providing food grains to the people of Chakma, Hajong and other communities living in the three districts of Arunachal Pradesh, i.e., Changlang, Papumpare and Namsai.

The Court said it hoped and expected the Government of Arunachal Pradesh would do the needful for providing food grains under the Group Permit Scheme to the people of Chakma, Hajong and other communities living in the three districts of Arunachal Pradesh, i.e., Changlang, Papumpare and Namsai.

“Mr. Chandran will submit a compliance report by the next date irrespective of filing of the affidavit as to whether food grains have been supplied to the people of Chakma, Hajong and other communities living in the three districts of Arunachal Pradesh, i.e., Changlang, Papumpare and Namsai,” the order reads. The Bench has listed the matter for further consideration on November 8./ ILNS/SS/SNG
